Scientific Program Manager

Independently oversees the PReDiCTR-TB Consortium research program’s programmatic and operational activities and represents the program to the other consortium members and outside organizations. In coordination with the Administrative Group lead, oversees all administrative operations, finance, and facilities for the program. Designs and develops major program components, and administers the full range of the program's operational requirements. Works with the PIs and the research team leads to formulate short-term planning and procedures. Develops and organizes programmatic meetings, conferences and other consortium meetings. Works under direction of Principal Investigator and the Administrative Group lead to establish agenda, funding, and objectives.

The Savic Lab at the University of California, San Francisco, is looking for a Scientific Program Manager to facilitate the coordination of a large collaborative scientific initiative. As the PReDiCTR-TB Consortium Program Manager you will work closely with the Administrative Group Lead, project PIs, and the consortium scientific leadership. You will play a key role in managing and coordinating this multi-PI research grant; facilitating communication among the multiple stakeholders; tracking project deadlines, aims, and budgets; and driving projects through to completion. You may also play a central role in preparing research manuscripts for publication, additional grant proposals involving the PIs, progress reports to the NIH, and more. You will be encouraged to provide scientific input, though you will not be directly engaged in lab research.

You will be the right hand for a dynamic team of scientists, researchers, drug developers, sponsors, and other key stakeholders to put together mathematical models to predict clinical outcomes and enable the early and accurate selection of the most promising new TB treatment regimens to move into clinical trials. You should be an accomplished science writer, independent self-starter, creative problem solver, and a hard worker willing to put in long hours when necessary. Some travel.

Areas of specialization and responsibilities include:

• Directs and administers an independent program with complete responsibility for administrative and programmatic activities.
• Partners with research teams and senior consortium leadership to effectively drive projects through completion. Manages and coordinates multi-PI biomedical research grants; facilitating communication among multiple stakeholders.
• Identifies and defines inter-dependencies amongst scientific projects and cores and how such inter-dependencies will affect decisions and timelines downstream for the center’s milestones and objectives.
• Participates and implements general management processes and policies to support operations and strategic objectives.
• Fosters collaborations within the existing consortium. Works extensively with the Research Lab teams to understand their research objectives and launch new projects designed to bring them within the larger PReDiCTR-TB community.
• Coordinates data management, resource allocation, and training. This involves maintaining data quality through standardized data collection, physical storage, as well as allocating shared personnel across labs.
• Engages in long-term strategic planning, especially for grant renewal, working with the leadership team to develop effective strategies, address potential scientific challenges, and find mitigation strategies to address them.
• Simultaneously manages and tracks multiple deadlines and coordinate among scientific labs as well as industry partners for ongoing and future projects, manuscripts, proposals, progress reports, seminars, and meetings.
• Ensures project team and center-wide meetings have a clear agenda, are focused, and are documented.
• Identifies and pursues funding opportunities and revenue streams.
• Identifies additional public grant and private funding opportunities and plays a central role in preparing proposals for grant support.
• Identifies philanthropic and private sector grants, donations and gifts, as well as fellowships.
• Participates in advanced program budgeting and accounting processes to support financial infrastructure of program.
• Identifies needs for budget reallocation based on research needs and measurable output (work done in close association with Administrative Group Lead, PI, and our financial team).
• Assesses program's effectiveness, and recommends changes to program's content, policies and procedures accordingly.
• Uses appropriate project management tools to schedule, focus priorities, facilitate decision-making, manage timelines, and ensure all are clearly communicated within teams and to external stakeholders such as industry partners, NIH, and FDA.
• Ensures adherence to project scope. Tracks resource needs, resource commitments, and budgets across the portfolio to identify pipeline bottlenecks and synergies.
• Assesses research program outcomes and impact, preparing and delivering presentations on behalf of Administrative Group Lead and the PI for various PReDiCTR-TB meetings, including internal meetings, Symposiums, NIH Updates, Annual NIH visits, and written progress reports.
• Serves on committees representing the program, participating in short- and long-term planning.
• Manages financial and HR resources.
• Help build the project management function by creating project management tools, processes, and templates.
• Allocates expenses to appropriate funds in compliance with department and University policy and good judgment.
• In collaboration with team leaders, prepares necessary project documents.
• Interfaces with legal and finance departments on behalf of scientific staff to track all project activities and milestones.
• Facilitates the efforts of various departments, managers, and outside constituencies to ensure interdisciplinary collaboration.
• Organizes, coordinates, and edits the documents necessary for progress reports.
• Facilitates communication among multiple stakeholders.
• Coordinates for proposals, documents, and meetings with multiple stakeholders with complex schedule needs.
• Liaises and collaborates with the finance and media teams, HR specialists, the university grants department, NIH, and FDA.
• Ensures that all research labs adhere to relevant regulations, encompassing ethical considerations, safety protocols, and institutional guidelines (testing of viruses, synthesis of chemical compounds, managing IRB applications, animal care and use protocols, and ensuring alignment with scientific publication guidelines stipulated in the grant).
• Assists in developing research, participates in professional conferences, and provides public relations support.
• Responsible for and provide input on scientific writing, review, and editing.
• Identifies public grant opportunities and coordinates stakeholders to write competitive applications.

Required Qualifications:
• Minimum 5 years Project Management experience in NIH funded and/or biomedical research projects
• Demonstrated ability writing peer-review manuscripts.
• Demonstrated experience in collaborative research projects.
• Demonstrated familiarity with the NIH grant proposal and progress report process.
• Demonstrated experience to work collaboratively with internal and external peers and managers.
• Demonstrated ability in Microsoft Word, Excel, PowerPoint, and Google Docs.
• Advanced oral and written communication skills.
• Ability to multitask and quickly prioritize work assignments.
• Advanced interpersonal skills and ability to work with diverse groups to achieve results.
• Advanced ability to think creatively and independently on concepts requiring advanced analytical skills.
• Terminal degree in a related area (PhD, JD, MD, etc.)
• Candidates must meet the required qualifications at the time of appointment.

Preferred Qualifications:
• Terminal degree in decision and management sciences (MBA, MS, etc.) and / or equivalent experience / training.
• Project Management Certification.
• Experience as a project/program lead.
• Experience leading a multi-PI collaborative research project.
• Authorship in peer-reviewed manuscripts.
• Advanced knowledge of administrative, budgetary, human resources and financial principles and practices (including cashiering, payroll, accounts receivable, accounts payable, purchasing, recharge billing, travel / entertainment, gift accounting, collections, data collection and data entry, analysis, review and control, customer servicing, and reporting).
• Familiarity with biomedical research in infectious diseases.
• Experience with data science and pharmacometrics.
