Associate/Full Specialist (Survey Research/Data Analysis, MCAH MIHA Survey)

VACANCY NUMBER: JPF01703 - The Department of Family and Community announces a search for a non-faculty academic position. Appointment will be at the Associate or Full Specialist rank, depending upon the finalists' level of experience. This position is permanently based with the California Department of Public Health, with locations in Richmond and Sacramento, CA. The Department of Family and Community Medicine will work in collaboration with the Epidemiology, Assessment and Program Development Branch (EAPD) of the Maternal, Child and Adolescent Health Division (MCAH) of the California Department of Public Health (CDPH) to conduct research and analysis to frame public health policy related to maternal and child health in the State of California. The MCAH Division has primary responsibility for coordinating the Maternal and Infant Health Assessment (MIHA) Survey and using these data to inform MCAH programs and policies, and activities of the Women, Infants, and Children (WIC) Supplemental Food Program. MIHA is an annual population-based survey of women with a recent live birth that gathers information on a wide range of maternal and infant health characteristics. The incumbent will work with other senior analysts to create the sampling frame from which survey participants are selected, taking into account surveillance needs, available funding, and reporting requirements. S/he will contribute to a summary document that synthesizes the sampling plan, data collection protocol, outreach methods, response rates, data editing, data entry/cleaning, weighting procedures, and data recode plans. S/he will work closely with the Project Director and other senior analysts to create a final, weighted data set each year, and provide input into the data codebook. S/he will develop and implement quantitative assessments of statistical reliability and confidentiality of tabular and micro data to be disseminated. S/he will create datasets for sharing with partners as needed and develop opportunities to apply MIHA data to WIC and other MCAH/CDPH program needs by participating in the MIHA stakeholder meetings, questionnaire development process, and literature and policy reviews. S/he will develop and implement data analyses and disseminate results through written reports; s/he will make presentations as needed, and create fact sheets and draft manuscripts related to topics critical for maternal and infant health. The incumbent will participate as part of a team of researchers collaborating with CDC researchers using MIHA and the Pregnancy Risk Assessment Monitoring System (PRAMS) data to produce baseline national estimates of key maternal and infant health measures, and other collaborative analyses.

Finally, this position will, as part of the larger research team, be involved in the development, management, evaluation and analysis of population-based data and WIC program data. The results of these analyses will be disseminated through presentations to key stakeholders and the publication of reports and articles. Data available for analysis include information on over 500,000 births annually; maternal, women, and student surveys; hospital inpatient discharges statewide; and data from MCAH programs. Current areas of special maternal and child health interest in California include birth outcomes, nutrition, breastfeeding, substance abuse, maternal health, mental health, oral health, and access to care. MIHA also captures data on emerging issues such as travel to areas affected by the Zika virus, and marijuana use before and after legalization in California.

Required: 1. Master's degree in appropriate field such as epidemiology, biostatistics, public health, medical sociology, health economics, or psychology for Associate Specialist position, and doctoral degree or doctoral degree candidate with ten or more years of experience and training in an appropriate field for Full Specialist position. 2. Capacity for self-directed research on complex issues related to maternal and child health and social disparities in health. Demonstrated ability to examine various methods for analysis and provide recommendations on which methods are best.. 3. The candidate should have training in and a strong understanding of statistical methods, e.g. epidemiology, biostatistics, econometrics. 4. At least 5 years experience with high-level SAS programming, including reading in and merging data sets, conducting standard statistical procedures, and defining variables. Experience with ProcSurvey. 5. The ability to communicate effectively both orally and in writing to a variety of audiences is essential, as is the ability to make public presentations. Preferred: 1. Experience designing, implementing, and analyzing data from population-based surveys. 2. Experience analyzing complex population-based surveillance data or complex survey samples. 3. Knowledge of nutrition, infant and maternal outcomes, and other public health issues among WIC- and MCAH-populations.
